    Introduction


    Climate change poses severe threat to sustainable development of human being. Enhanced international cooperation is crucial for all countries to combat climate change. As a complementary way to address climate change, South-South cooperation (SSC) on climate change is gaining momentum with an increasing number of developing countries undertaking traditional and innovative SSC modalities. However, as a nascent area, SSC on climate change has still faced constraints need to be unlock its full potential.

    In this context, the South-South Cooperation Action Plan has been adopted by UN principals as a substantive pillar to support the implementation of the United Nations Secretary-General’s (SG) Climate Change Engagement Strategy in November 2017.

    The Action Plan aims to support and promote South-South and Triangular cooperation on climate change by making using of existing network and capacity of the United Nations, with a view to contributing to raise ambition on climate actions and achieve the global goals as set in the Paris Agreement as well as the 2030 Agenda for Sustainable Development.

    Key pillars of the South-South Cooperation Action Plan

    Maintain and strengthen the political momentum on climate change


    The Action Plan aims to support the engagement of the highest political leadership from the global South to promote South-South cooperation as a means of maintaining and strengthening momentum on the Paris Agreement and facilitate the alignment of Southern-led flagship initiatives with global goals on climate change and sustainable development.

    • Organize annual high level forum on South-South Cooperation on Climate Change (HLF/SSCCC) during the UNFCCC Conference of the Parties (COP)
    • Organize regional events and workshop including in Africa, Asia, Latin America and the Caribbean, etc. focusing on topics that are particularly concerned in the regions
    • Take stock of the progress of flagship development cooperation initiatives led by the global South with a view to promoting and aligning activities with global goals on climate and sustainable development
    • Organize events and enhance communication during General Assembly and other important Southern platforms such as during the BAPA+40 Conference to enhance understanding and recognition of SS climate cooperation

    Strengthen knowledge, awareness and understanding of South-South climate cooperation


    The Action Plan aims to enhance recognition of and support for South-South cooperation on climate change by key stakeholders, including by reporting the landscape of South-South climate cooperation and showcasing success stories and experiences.

    • Publish Southern Climate Solution Series to support developing countries on developing knowledge to address climate change

    Accelerate United Nations system-wide efforts and enhance coordination to support South-South climate cooperation


    The Action Plan aims to accelerate and coordinate United Nations system-wide support to promote South-South and Triangular cooperation on climate change, and strengthen cooperation and coordination among United Nations entities, leveraging the full potential of the United Nations system for the implementation of the Paris Agreement and the 2030 Agenda.

    Engage multi-stakeholders of the South for global climate action


    The Action Plan aims to communicate, engage and mobilize climate action and contributions from the widest possible group of stakeholders from the global South including incubating cooperation initiative and partnerships in specific areas.

    Implementation of the SSC Action Plan


    The Action Plan will be implemented through strengthened collaboration among United Nations system entities and enhanced partnerships among various stakeholders. The United Nations Office for South-South Cooperation (UNOSSC) will lead and coordinate the implementation of this Action Plan, in cooperation with key relevant United Nations entities including DPI, DESA, UNFPA, UNFCCC, FAO, UN-OHRLLS, UNIDO, UNICEF, UNDP and UNEP. The implementation of the Action Plan intends to feed into high-level United Nations events such as UNFCCC COP, Climate Summit in September 2019 in New York; HLPF, and the United Nations High-level Conference on South-South cooperation mandated by the General Assembly on the occasion of the fortieth anniversary of the adoption of the Buenos Aires Plan of Action (BAPA), to be held in March 2019 in Buenos Aires, Argentina.

    The success of the implementation of the Action will rely on support from a wide range of stakeholders including governments, academia, private sector and civil society. We welcome partners to contribute and cooperate with us in various forms to support the implementation of the Action Plan.
